The Cummington Municipal Light Plant (CMLP) was established pursuant to Massachusetts General Law, Chapter 164, Section 47E, per vote of the Special Town Meeting on February 11, 2011 Article 1 and Annual Town Meeting May 6, 2011 Article 13.
There was discussion regarding prior votes for establishing Cummington Light Plant for Wired West. Motion made, seconded and voted unanimously to name it Cummington Municipal Light Plant Department which reports to the selectmen. Motion made, seconded and voted (l abstention-Drawe) to name James Drawe Manager of the Cummington Light Plant Department. Jim Drawe also spoke about MBI and Wired West. He is still very interested in continuing on the Municipal Light Plant board with Allan Douglas as alternate.
We received the letter from Locke Lord regarding approval to issue the following bonds $1,400,00 telecommunications Systems Bonds, payable within 20 years from their dates under G.L.c44s 8(8). Mike Perkins also spoke about a proposed meeting with Unibank. Mike gave us a copy of the intergovernmental agreement Fiber Network Design and Construction between City of Westfield Gas & Electric Light Department and Cummington Municipal Light Plant Department. A motion was made, seconded and voted unanimously to have the Chairman Russell L. Sears, III sign this Agreement. We are making great progress on bringing fiber to the Town of Cummington.
The first item was to appoint the members to the Municipal Light Plant Board. A motion was made, seconded and voted unanimously to appoint Michael Perkins, Maureen Tumenas, Brenda Arbib, Scott Keith and Allan Douglas to the Municipal Light Plant Board until the next Town Election.
The mapping of the Town for fiber is complete. They are working with Westfield Gas & Electric on spread sheets regarding length of driveways, access of poles in driveway, potential new growth and interconnectivity with contiguous towns. There was a pole attachment agreement between NSTAR Electric Company dba Eversource Energy (successor by merger to WMECO) and the Town of Cummington and Cummington Municipal Light Plant Department that was discussed and needed signature for the Town as licensee. Motion made, seconded and voted unanimously to sign the agreement.
